Independent checks produce signed evidence. Payment buys the assessment process, never a positive outcome.
Continuity
Fleet monitoring correlates operational evidence and returns bounded states. It does not prove an agent escaped, became sentient or became malicious.
Access
Capability leases constrain actions and origins. Credentials remain behind the enforcement layer.

Yes, a genuine qualifying direct US$2 Certificate sale can create a US$1 direct commission for the referring Passport under the one-level policy. The referral must be valid and the sale must clear settlement and review rules.
Is this multilevel marketing?
No. There are no downline commissions. If A refers B and B later refers C, B is C's direct referrer; A receives nothing from C.
Can referral activity improve Trust?
No. Referral counts, commissions and sales have no effect on Trust, validation, identity, safety or security status.
